Yes, Windows 98 upwards.

It's called an "Unattended Installation"

Put in VERY simple terms, you create a special file which
has all the information in it such as the CD Key, and your
language preferences, etc..  This is usually copied to a
floppy disk which sits in the system during installation.
When the installation CD is running, and requires an answer
to a question, it can then find it in the file on the
floppy.
