mine has an icon in the system tray. try right clicking it and see what happens in the way of options.

You could also try adding your DELL model number with a plus
sign before it, since it seems the process varies between
models.

Here's one that came up.

How to disable the touchpad
1) Download and install the Synaptics driver
http://www.synaptics.com/support/drive.cfm
2) Restart
3) Go to Start > Settings > Control Panel > Mouse > Device
Settings Tab
4) Click on the Standard pointing device and click Disable
This works on my Dell Inspiron 9300 notebook, not sure if it
does with other models.

Have you looked at Control Panel, then Mouse?  Otherwise it
may be in Control Panel but given a different title by DELL,
though it should be obvious what it is.

Failing that, I've seen many users cover the pad with
something like one of these store collector's points cards,
which look and feel like a credit card.  If you just tape it
down on one side, it can them be opened like a book to allow
someone to use it if needs be.
