I would not count the speech when it is offered during the resource class.
If separate, then yes.  With OT, that is out of the resource, so I would
count transportation time (as long as a line item in the IEP) and time in
OT.

Resource all day long, in addition, they take speech for 30 minutes in the
first and 2nd segments.  One of the student is also transported to
occupational therapy by special transportation. How many minutes will I
claim for these students?  I know that it will be 6 x 60 for the Resource
classes but do I still claim speech (60 minutes) as well as the 60 minutes
for both Occupational Therapy and Special Transportation? Let me know.
