I had a similar situation as Twanda and sent this question to the DOE. Here is

Hi Carolyn,
Yes, the new Total Minutes field does include all minutes. The current process
requires the override. If the proposed changes for FTE reporting are approved,
then you won't have to worry about the overrides in the future. Based on the
current proposal, the funding related services for special education will be
reported in the Total Minutes field. In the interim, that means districts are
reporting it both ways so that there is adequate data for the state to do the
proper comparisons and analysis.

Campus is designed to pull total minutes per week from the Campus IEP based on
the service lines listed and if the dates fall within the correct range. If we
have a student who is in a small group (XX.8) for all academics, receives para
support for electives, and receives two 30-minute segments of speech each week,
all of these will calculate in total minutes per week. With the current
reporting guidelines if we claim the speech service for a segment, we have to
override one of the other academic or elective segment codes.
Should we be reporting all of the services in the IEP in the total minutes per
week knowing that the student is not sitting in one of the classes when
receiving speech services? This is going to impact how we write IEPs.
