Our system registrar states:

I let the parent complete enrollment paperwork.  I submit a records request
to the previous school.  Usually the school will accept that as the child's
withdrawal notice, but sometimes the school will send me the withdrawal
form and ask that I get the parent to sign it.  I don't let the student
officially enroll until I receive records from the previous school.

This is how she handles the high school.  However, if elementary and middle
school students come with the birth certificate, she may pull information
from LDS and go from there.
