I believe this is the article you are referring to:

ESENT event IDs 1000, 1202, 412, and 454 are logged repeatedly in the

Sounds like you might have a corrupt local secedit.sdb file. This
happens every once in a while and would explain that particular security
CSE error. I was trying to find the correct KB article but this one
should work for walking you through fixing this:

I have a workstation that is not updating it's GPO settings.

When I run gpupate or gpupate /force  nothing happens,  the cursor just
sits there.  I tried flushing dns,  removing from the domain and then
adding to the domain again, but this  did not help. 

Any ideas of how to remedy this situation?
