I think you can also do file associations with the Group Policy Preference 
extensions now, can't you?

As for the account password changes, if you search the archives of this list 
(//www.freelists.org/archives/gptalk) you will find several threads about 
this. 

As for making .reg extensions open in Notepad, you would have to probably 
create a custom ADM for this. These are held in HKEY_CLASSES_ROOT, which is an 
amalgam of HKLM\Software\Classes and HKCU\Software\Classes. What I would do is 
create the association you want using explorer, then go into HKCR\.reg and find 
the appropriate verb change (e.g. Open) and write an ADM to emulate that.
