You can use Folder Redirection for this:

Subject: [gptalk] how to set the path for the local default user profile in
Windows 2003

Is there a way to change the default path of user profiles via GPO? We want
to move the default location from the C drive documents and settings to an
alternate drive. I know it can be done via registry changes and this can be
incorporated into and ADM, just want to know if there is a native setting to
accomplish this change.

Thank you
