[gptalk] Which policy/settings win

I am at a university, and we have a zillion OU's for the various colleges and
departments within the university.
In my lab, I have loopback policy enabled and set to merge. I have folder
redirection setup via Computer policy with loopback to get the user part of
those settings.
If a user logs onto my computers and has conflicting user policies from the
policies that I have setup for the users, which policy wins?
