OK I did the new xp install and followed your directions. It booted into the
original XP install no problem!!!
but then when I rebooted the same problem emerged. This did not happen if I
did not log in but rebooted from the CTRL-ALT-DEL screen, but as soon as I
logged in as admin and then rebooted the problem emerged again??
seems the admin user account must be making a change in some boot files.
I am working on a new install on another machine as I trouble shoot this one.
the new install is to be imaged and installed on multiple pc's. If I can fix
the problematic image it will save me time..

Are there any files on the jump drive "ntdetect or ntloader.exe"
You are not dead in the water but you may need to start a dual boot install to
fix your existing OS/
here is an example of how that may work:
1. put the jump drive in your pocket
2. Start a new XP install from CD on the same machine when the install finds an
existing install choose not to upgrade it and choose not to overwrite the
drive. you will need to specify a different path for the install not
c:\windows-- choose something different for the install path like c:\winXP
3. after you get through the dos based install and it reboots just power off
remove the cd and boot up
4. Now you should have multiple boot options and you should be able to choose
the original installation
5. now you should be able to clean up the boot.ini file to have only the 1
original entry- also dump the c:\winxp folder
I have come across this a few times when people have installed the OS or the
network or hard drive controller drivers using a USB stick. The common thread
was that the USB stick was in the system from power up all the way through the
install.
Another clue would be in Disk manager with the USB drive installed you may see
a reference to system or boot on the drive itself-but you are past that now.

Funny thing.. now after doing a fixboot and fixmbr in the recovery console, the
machine won't boot even if the usb drive is installed!!

the system will only boot with the specific jump drive, in 1 specific usb port.
I did a fixmbr and fixboot
no luck.
boot.ini is ok
I will try resetting all gpo settings and see what happens.

It doesn't *sound* like a GPO problem but its really hard to tell with that. Is
there something special about that USB drive? In other words, will this repro
with *any* USB drive or just a particular one? The only thing I can think of is
that some part of the boot process is relying on checking that boot drive, but
its really hard tell from your description what part that is. In any case I
know of no policies off the top of my head that would cause this. Have you
tried removing all policies to see if the problem goes away?

The strangest thing is happening:
My windows machine will only boot with a USB drive in the USB port.
It will boot in safe mode with or without the USB drive.
checked bios settings, set to boot only to the SATA HD and shut off booting
from USB.
This is what happens if I boot without USB drive: first the windows xp screen
comes up, then after a few seconds it will go to a black screen and do nothing.
Put the USB drive in reboot and it boots with no problems.
The only changes I have made are to the GPO settings. could something in the
GPO settings be causing this?
