If you have the IE 7 ADM file loaded, its under User Configuration\Admin.
Templates\Windows Components\Internet Explorer\Turn off Tabbed Browsing.

We have a need to turn off Tabbed Browsing in IE 7 for our users. We can do
this by unchecking the Enable Tabbed Browsing setting, but the users could
check it and turn it back on. Is there a GPO setting to Disable the Enable
Tabbed Browsing setting?
