[gptalk] Tabbed Browsing in IE7

We have a need to turn off Tabbed Browsing in IE 7 for our users. We can
do this by unchecking the Enable Tabbed Browsing setting, but the users
could check it and turn it back on. Is there a GPO setting to Disable
the Enable Tabbed Browsing setting?
