Justin,
A fellow gptalk subscriber had this same problem not too long ago. He
found that disabling Fast Logon Optimization fixed his problem.

Subject: [gptalk] Software installation Issue
I have a machine that is receiving the event ID's below and are not
installing Office 2003 no matter what we try. It says that the
installation source is not available but it is available and over 150
other computers can reach it with no problems. Security is correct and
has not changed in over a year.
