Darren's company (SDM Software) makes a product called GPExpert
Scripting Toolkit for PowerShell. You might look into it.

Subject: [gptalk] Scripting GPO
Good afternoon everyone
New to the group, and hoping you can help. Is it possible to, not only
create and link a GPO through script, but also populate it with
settings?
Thanks for any help you can provide.
