Aaron- I suspect it will take more than restarting FRS to fix SYSVOL replication on this DC. Check out this article: http://support.microsoft.com/kb/315457/en-us which describes how to do an authoritative FRS restore. I suspect that is what you will have to do on this one DC. As for it contributing to long logons, its very possible if clients are trying to read SYSVOL contents and simply hanging.
