I suspect it will take more than restarting FRS to fix SYSVOL replication on
this DC. Check out this article:
http://support.microsoft.com/kb/315457/en-us which describes how to do an
authoritative FRS restore. I suspect that is what you will have to do on
this one DC.
As for it contributing to long logons, its very possible if clients are
trying to read SYSVOL contents and simply hanging.

Is that something I can do without restarting the servers or should I
do this then restart the servers?
is there anything else this will effect - if I dont ahve to restart
the servers can this be done during business hours while people are
logged in?
do you think this has anything to do with unusually long logons?
