The last time I checked, yes, it does. You might want to test it yourself 
however, as its been a while since I looked at this.

In regards to a Restricted Groups policy.  If the policy is removed from a 
machine, does the membership of the group that was affected by the Restricted 
Groups policy revert back to its previous state?
