My guess is that somehow that instruction did not get picked up during the deployment, and so the app is still advertised. What happens if you run the uninstall string that should still be in the registry for that app (HKLM\software\microsoft\windows\currentversion\uninstall)? Does it go away? If the GPO truly no longer applies, then the advertisement should be gone too. Can you double check that the app is truly uninstalled?
