Also, Steve is this 2003 or 2003, SP1? If pre-SP1 there was this different
fix for this issue:

I am not 100% sure that the other fix applies to 2003, SP1 since its not
listed in the Supported list for that KB.

Steve maybe you should try the reg value list in the KB I just posted above
on your 2003 server. Maybe it is just different on 2003.
