[gptalk] Installing RSAT on Vista Business

I instilled RSAT on a copy of Vista Business with SP1 and I don't see
anything except a .chm.  I'm interested in the GPP and thought I could
configure these features by installing the CSE on the client machines
and then installing RSAT on Vista.  Any help is appreciated.
