Hello,
That sounds familiar but I don't know for sure. Can you create a new MMC and add the GP Management snap-in as a work around? I suspect that's what I did. Jason

I checked, and the file is there, and the local administrators group, of which 
my ou admin account is a part of is listed as having Full Control?

ADUC works just fine?
