Dave-
You can use Service security policy to enforce a startup mode on a policy,
but if a user is administrator on their box, they can always override that.
Bottom line is that there is nothing you can do (GP or otherwise) to prevent
an administrator from doing something they want to.

Hello,
I would like to know if there is a domain group policy that would stop any
one that is a part of the administrators group who is trying to not share
their C drive? How can you make the service permanently stay on even if the
person wants to change it?
