[gptalk] GP issue

Dear Friends,
I have an issue with the Group policy i.e. we had a recent migration from
windows 2000 server to windows 2003 R2.
All my group policy ar working fine, but the issue is with tring to create
or edit,
1. When I try to Create new policy I get this error " You don't have
permissions to performe this operation"
2. When I try to edit, I am able to see all the all this things except
the *administrative
templates* of both the user configuration and Computer configuration. The
message dispalyed in right pane is "Their are no items to be shown in
this view"
I am trying to edit or creat a group policy with an user who is domain
admin, enterprise admin and even a member of Group policy creator owner.
Kindly help me out if any of you have faced the issue earlier.
