[gptalk] Error 1058 + 1030

I cannot see any issues after looking at some Microsoft KB articles with
this. I continually see this error on one my DC's in the Application
event log. Has anyone seen this issue before? Not sure where else to
look to resolve this problem [note: I removed my domain name and added
domain.com].
Any help with this would be great, thanks!!
Windows cannot access the file gpt.ini for GPO
CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=domai
n,DC=com. The file must be present at the location
<\\domain.com\sysvol\domain.com\Policies\{31B2F340-016D-11D2-945F-00C04F
B984F9}\gpt.ini>. (Access is denied. ). Group Policy processing aborted.
