[gptalk] Entries missing in GPOE under User Configuration --> Windows Settings

Hello all,
An OU administrator in our organization says when he opens any existing
GPOs he's created the only entry he sees under User Configuration -->
Windows Settings is Remote Installation Services. The entries for
"Scripts (Logon\Logoff)", "Security Settings", "Folder Redirection", and
"IE Maintenance" don't display. I haven't visited him yet to take a
look at this and don't have much more information but was hoping someone
could suggest where to look to figure this out? I'm not sure what files
are read to populate those entries in the GPOE.
This user is a member of the Group Policy Creator Owners group and has
rights to edit setting, delete, modify security on the GPOs he's veiwing.
I'm guessing this is something permissions-related on his workstation.
Any ideas?
