Brian- IE Maintenance Policy (User Configuration\Windows Settings\IE Maintenance\Programs) actually supports setting this. While I'm not a big fan of IE Maintenance, it is "in the box". Otherwise, you would probably have to use Process Monitor to track down what reg value is set when these default programs are modified, and then create a custom ADM or use GP Preferences Registry policy to do it.
