Also remember that even though you set the startup mode of the service
in a GPO it will not stop the service if you disable it or start it if
you set to automatic until a reboot or an attempt to change the state of
the service is initiated by a script, application or manual
intervention.

That's right. The list that you see is a function of the machine you
create the settings on. However, you can create a security template and
manually write in other services into it. In terms of what exists in
your environment you probably need some kind of inventory to know for
sure.

Does the list of services listed here come from the workstation that
gpmc.msc is ran from?  How do I verify that these are ALL possible
services that are running on all PCs in a domain?
