[gptalk] Disable ie pop-up blocker on restricted accounts

Hello!
I need to (immediately) turn off pop-up blocker in IE to all users on
our network.
This will include generic accounts without any admin rights.
What do I need to do to push this now with admin rights?
A new on-line e-learning program started today and I'm getting deluged
with calls.
