If you're comfortable editing MSI files using a tool like ORCA (from the MSI
SDK) then I suspect you might be able to tweak the ALLUSERS property on the
MSI package to allow a per-user install. I don't see any particular reason
why it would not be supported.

Your answer is in the error message.
"It must be installed per-machine"
When you publish to a user it is trying to run the installation as
"per-user" which is apparently not allowed for that application.

Subject: [gptalk] Deploy GPMC.msi via GPSI user publishing
Hello all,
I'm afraid I may know the answer already as a result of my testing but
has anyone successfully used GPSI to deploy the GMPC.msi (SP-1) to
users? It seems to assign to computers nicely but when using a GPO to
publish to users, I receive an error message when trying to install the
software. "Microsoft Group Policy Mangement Console with SP1 must be
installed per-machine by a user with administrative privileges on this
machine". I do log in with a domain account with admin. privileges when
attempting to install the gpmc. Unfortunately, a policy assigning this
package to computers won't work in our environment. I suppose I'll just
stick with a URL to the Microsoft gpmc.msi download on an internal
webpage but thought I'd run this past all the experts here first!
Thanks,
Jason
