CSE is a generic term for the DLLs on Windows that implement policy processing. 
This includes GPP as well as all the other stuff that MS and 3rd parties do in 
policy.

Ok here is a dumb one.  I thought CSE was a plugin for the newly
upcoming preferences.  What exactly do you mean by separating GPO by
CSE?
