Uninstalled RSAT and SP1 for Vista and then uninstalling GPMC SP1 and
then reinstalling SP1 for Vista and RSAT fixed the issue.

I think the confusion is this--wasn't the OP looking for "Preferences"?
That's not in the GPMC...
 
The GPM*C* on RSAT doesn't have a whole lot of (immediately visible)
changes.
It's the GPM*E* (EDITOR) that has the Preferences in it.
Right-click a GPO in the GPM*C* and choose EDIT to the GPME.

It did for me when I installed SP1. GPMC was gone. Sounds like something
else is going on. Are you sure you're still launching the old version?

After installing RSAT, you still need to go into "Progams" and enable
Windows Features and then enable the admin tools.
