Hi,
Sounds like the screen effects has changed. Go to the Display
properties/Appearance/Effects screen and see whether the "Use the Following
method to smooth edges of screen font" is set. If this is the problem you
then need to find the policy that controls it.

I changed a user GPO to disable the Active Desktop. After the change I have
several users complaining that their desktop icons are blurry and look
different. All users are using a .BMP as the background, should this have
had any effect on the look of the icons. If it does how can it be fixed
without enabling Active Desktop.
