If the setting has been sent down by a domain-linked GPO and you are trying
to edit it in on the local GPO, it will be grayed out. You need to first
either unset it at the domain level or only set it at the domain level.

I am Local Admin on a Windows 2003 server ten ways to Sunday but thought
even with 2K3 this option in local admin should still be highlighted and be
able to be edited. I cannot edit it here and cannot remember why.
