[gpsbug] Races to start one hour earlier.

Guys,
 
I think we should move the start up an hour, so that prepatory signal
will be at 12:30.  I'll recomputer starting times and send them out.
This should get the smaller boats home before dark.  I hope this works
for everyone.  This warm weather can't last much longer.
 
Look for revised starting schedule.
