I'll answer your questions.
as far as new features and enhancements of 4.0 there currently is no
public list of new features, but stay tuned to this list.
Now lets address your user pois question.
if you do an advanced poi search and select user as the categories,
you will see both public and private user pois within your start and
end search. pressing the details poi command will show you the date
that the poi was added into the database.
