There is a time zone offset on my GPS. If I do not set that offset
correctly, the GPS time will never be correct. On the west coast of the US,
Pacific Standard Time offset is minus 8 hours. That might be the problem.

I can only give you the instructions to do it using a QRTY keyboard, but here goes.
While in the GPS software pres "Control U". You will be asked if you wish to set the GPS time to the BN time. Answer "yes" and you're done.

I don't see it. Just date/time in utilities and when I tried setting GPS time it put me ahead an hour and that wasn't right.
