Thank you.
I realized that even though I had 4.0, and all of California files from 4.0,
I didn't however copied  them separately.
After realizing that the files needed to be copied one by one, and finally
doing so, the maps loaded fine. 
It was a miner step I missed.

Hi James,
Did you get and upgrade to 4.0?  If so the file names of the maps should
contain 40 in the file name not 35.
In California there are 4 files to download from the website California 1,
2, 3, 4 you will need to unzip and put all in your maps folder.

BTW the time of the chat tomorrow is at 4PM Pacific, 7PM Eastern.
