I am confused,
I just tested this and it works as expected.
When you do an address search and hit "Enter" to get a list of all States and it returns with
"Found four matching states.  Maryland"
If you hit enter now you select the first state I.e. Maryland
Now pressing space or Space Dot 1 you advance to item #2 in the list Maine, pressing space or space Dot 1 again goes to the third etc. When you reach the end of the list pressing "Enter" here will select the 4th / last state in the list, and if you press Backspace it moves you to state #3, then doing it again state #2, and again state #1 pressing Enter at any one of these will select that state. What ever state is spoken is the state that will be selected when you press enter.

I have also noticed this. What I do as a work-around is go one item above or
one item below the item that I am wanting and do a chord dot 1 or a chord
dot 4 to get to that item and hit enter. I have only found this occurs when
the item is at the top of the list or at the bottom of the list, but if it
is in the  body of the list, the same issue does not arise. So for the time
being, arrow around the item and and then arrow back to the item.
