Attached please find the Atlanta Declaration and Plan of Action for the 
Advancement of the Right of Access to Information.  This was the culmination of 
the conference that the Carter Center organized at the end of February, with 
the participation of 125 representatives of all key stakeholder groups from 40 
countries.
