[gmpi] where we is? R 1-11

Two open issues

1) Should I move host-services requirements into cross-platform
   - if yes, then we get to fight about that req

2) Any changes needed to the "sample-rate at instantiation" req?  It was
argued for a bit, then silence.


I want to wrap it up and move on, please.  Not another 8 month process.  I
know it takes time to deal with GMPI, but if you can't make the time, don't
raise objections.

Aiiiiiiight?
