Welcome to the list. We're currently going through the requirements one
section at a time. The proper time to discuss this will be when we get to a
section on tempo maps. "There isn't a section on tempo maps!" you say?
Current section 3.9 is all about time, including tempo. As it happens,
we're coming to a close on 3.8. Stick around, it should get fun.

This is how I have envisioned tempo working (or something like this):
GMPI does not treat tempo information as inherently special. It is just
another control signal Any plugin can emit tempo information. The host can
allow or disallow the using of these plugins, as it wishes.
What this means is that your plugin can analyze <whatever> and output tempo
and related information. That information would be propogated to whatever
plugins care about tempo. As simple as that. I think. We'll see when the
can of worms gets opened Real Soon Now.
