What I posted sounded more like a spec than reqs. How about this:
3.13. Latency
Req 60: GMPI plugins must report their latency when queried by the
host.
Req 61: Plugins must be able to change their latency, when allowed by
the host.

It must be possible for plugins to change their reported latency.
However, it may be too much to allow them to change it whenever they
want. The following conditions are suggested for the specification of
plugin latency reporting:
* Plugins may change their latency whenever they are queried by the
host.
* Hosts may query or not query plugins as often as they see fit.
