I am rather uncomfortable with saying that the host SHOULD be a plugin. I am absolutely in favor of allowing plugins to host other plugins, but we currently build top level hosts and adding the capability of hosting our apps inside other hosts is simply not something our customers are currently requesting. So we should not put impediments to a plugin being a host, but they should be two completely discrete sets of functionality.
