[gmpi] Requirements sections 3.4 and 3.5

You may note that number is somewhat changed.  Re-ordering and removing some
requirements shifted some of the numbers.  The section numbers are still the
same.  You'll also find that the doc is anchored, so you can jump straight
to requirements.

http://www.gmpi-plugins.org/gmpi/requirements.php#r15  will take you
straight to requirement #15.

If anyone has any more issues with requirements in sections 3.1, 3.2, or
3.3, please bring them up promptly in THE OTHER THREAD.  This thread is for
Sections 3.4 and 3.5.

Does anyone have issues with requirements in sections 3.4 or 3.5?

Do we need to re-word any?
Are we missing any?
Do you want to argue the uselessness of any?
