Well, I say no.

We already said the plugin can ask host to map a MIDI controller to a
parameter.

Include mapping of MIDI note-on/off (velocity or note_number) and we're
done.  That's the entire host support.

As far as the host is concerned, it's sending MIDI to the plugin.  No change
to host required.

SynthEdit's mapper is about 3 pages of code.  Add that code to any host, and
you get support for non-MIDI synths.
