Consistency in procedure.

That's plain wrong.  Again, assume a VST wrapper.  It looks at a
environment variable or a registry key or a config file for the VST
path(s).  When you probe() it, it returns one plugin descriptor for each
VST.  Absolutely can not be done statically.

Imagine a registration scheme where the probe() checks whether a certain
file or section of a file has been decrypted.  If you have the demo, you
get a certain plugin, say the "lite" version.  If you register, it learns
that at probe() time and offers the "full" plugin.  Again, not static.
