I put it in as "static" metadata, but open-ended.  I tried to wrap up the
benefits of external meta vs. benefits of consistency, but no one was
biting on my hook, so called it quits on that one.

Req 87:    Enumerating plugins is done by recursively scanning 1 or more
directories for GMPI plugin files. The GMPI spec or implementation groups
may decide to provide for static metadata outside the shared object. If
the plugin bundle includes static metadata, hosts should use that
metadata. If the plugin bundle does not include static metadata, the
plugin must be probed for metadata.
