[gmpi] DECISION: Decision making policy

I've been having an offlist discussion with members of the MMA, to try
to nail down how nail down our next phase.  Right now we (the "public"
working group) need to make a few decisions, from coding conventions to
licensing.  But we don't have a formal decision procedure.

Therefore, I'd like to propose that we use the following decision making
procedure.  (FYI this procedure is in use by another working group
within the MMA).

GMPI WG Decision Procedure
- This WG prefers to make decisions on the basis of group consensus
- Any WG member can request a decision on any reasonable question
- Decision questions are put to WG by the chairman, with 'DECISION'
in the "subject:" line
- Every decision question includes a clear deadline for comments
- By default, minimum comment period is at least one week
- In case of unusually urgent decisions the decision period may be
shortened
- Before the original deadline, any WG member can challenge the 
question or the deadline
- Before the original deadline, any WG member can request one 
1-week extension for their own comments
- Comments or challenges received after the final deadline do not 
count towards the group decision

Getting off to a recursive start, I'd like to apply this decision making
policy to the adoption of the policy itself.  (Man I love this job.<g>)
