I was going to say (c) but then I started to worry about the possibility of
plugins that need to change the format  of the encoding.  So I'd  be tempted
to say d:

d) Encodings are normally  decoded when entering the GMPI graph.  LtRt is
turned into 4 mono streams.  However Plugins that care can accept those
encodings can receive them, LtRt data can      only be connected to plugins
which explicitly accept LtRt.

It's more complicated but also less restrictive.
