Don't joke - thats a perfectly reasonable point. Many standards processes
(including W3C and IEFT IIRC) wont allow any standard to be ratified until
there are two, independent and complete implementations.

Its very sensible and prevents many stupid mistakes and implementation
burdons from getting through, while encouraging the working group menbers
not to add any stupid optional features :)

It also disourages 'layered' standards (like a gmpi-lite that would have
fewer features), which are generally a bit of a disaster in my experience.
