[gmpi] Re: 3.12 Control I/O

This is a small one.  Perhaps these reqs make more sense lumped with other
sections?

The document should be clearer than it is about why control I/O is needed when we've also got parameters. That is, the two should concepts be more clearly distinguished. Actually, I'm not even clear about this any more... previous discussion pointer, anyone?
